I stay primarily at the HR in Tokyo (due to limit on the price my org will pay 
) - and I have been 90% unsuccessful at upgrades even with a TSU. Limited data points ( about 10-12 stays - usually 2 stays a year over the past 5-6 years). Even in what I would call "off-season" - Jan/Feb...have been unsuccessful.
I have stayed at both the GH & PH - but never even tried a upg there...stayed on points under the old system
