I won't worry about that much.

The ban started on 2/2, equivalent to 1/9 in lunar calendar. At that point, most vacation plan, as originally planned, should have to come to an end. Schools will return in sessions as well. Hong Kong people are now busy searching for masks. So the traffic to the U.S. should be low in demand. The only one who are really interested coming those who are not purposed for travel.

Also - many Hong Kong people do abide with the law. So if the U.S. imposes a ban, they will follow the instruction.

I wished you would have kept this in the other thread since that was where I made the comment. Yes, I'm very glad that I took your advice and stayed in HK, but I'm sure no one saw the travel ban coming. I don't recalled the US government did anything like this during the SARS outbreak.

Non-residents that normally go through the frequent visitor e-channel, are they now required to fill out a landing card?

Yes.

Again - the only exception is HKID holders. You don't have one? Regular tourist treatment.

After all, the whole point of the suspension for arrivals is to give an immigration officer the opportunity to ask about travel history. (Or, as my travel companion said to me, "of course they would be happy to get us dirty potential disease-carrying non-residents out as quickly as possible.")

I would assume so, even it is meaningless to ban departure usage.
