New Access Restrictions at HK International Airport

Has any non-passenger managed to get into the arrivals hall at HKIA to meet an arriving passenger since HKIA introduced new access controls a few days ago?
Several local press reports suggest that in practice they will allow you to enter if you can quote a flight number and convince them you're meeting an arriving passenger, but it would be great to hear from anyone who's actually managed to do this?--especially as the official position on the HKIA Web site is that "only bona fide passengers with a valid air ticket or boarding pass for a flight in the next 24 hours and a valid travel document will be allowed to enter the terminal buildings".
My 13 year old daughter is arriving on Tuesday, and since it's the first time she's flown by herself and she may not have a working HK SIM card when she lands, I'd really like to be in the arrivals hall to meet her if I can manage to get in.

Instead of trying to be the exception and allowed into the airport, maybe better to inform your daughter that wifi is available at the airport and Airport Express and ask her to take the Airport Express to Tsing Yi where you can meet up with her? Doesn't matter even if she has no money - you can hand her some money at Tsing Yi to buy a ticket before she exits the gates there.

How about buy her a airport express ticket using Klook and send over the QR code to her through whatsapp or whatever.

HK Airport has free WiFi anyway and I believe if you can show them her ticket and say you are picking up her there should be no problem.

Thanks for the suggestions and I have already suggested she log on to the free wifi. Will show her ticket and try and get into the arrivals area. Otherwise wait for her outside.
