Starting from November 1, YQ from Hong Kong will no longer be regulated.

So how much did the so-called consultants get paid to take 2 years to come up with this conclusion?

If it goes away in November does that mean that applies to all flights after November 1st or you can book flights right now for after November and still avoid the potential for these fees?

From the linked article in the OP:

Airlines which comply with the above display requirements may separately list the PFS in the price breakdown, with effect from November 1. That is, all tickets issued on or after November 1 for flights that originate from Hong Kong may include a PFS as determined by individual airlines. For tickets issued before November 1 but for travel after this date, no PFS is payable unless the ticket is reissued due to passenger's circumstances. Airlines that do not levy PFS are also required to comply with the price display requirements for transparency.

The title is misleading.

CAD ends regulating YQ. Despite CX immediately imposes YQ to cover its habitual gambling problems, it does not mean others have to follow.
