Airport Express Travel Pass

The current offer on these passes (you get two one-way trips on the Airport Express, plus three days of the MTR) expires on Oct 31st.

Is that the expiration day for the offer (it's discounted to HKD 280 from HKD 350)? In other words, if I buy a pair of passes today, can I exchange the voucher for the passes at HKG next month?

It all depends.
They all have expiry dates of one form or another. One of the biggest discount is from Travel Agencies who bulk bought a quantity of them at a massive discount and needs to dump them before expiry.
You need to find out the exact terms with the seller.

The seller is MTR (i.e., I'm buying the passes on their website).

From their T&C:

The offer is valid from 1 April to 31 October 2017
(applicable to online purchase only and ticket redemption is only available at Airport Express Stations)

All ordered tickets are non-refundable and must be collected within 92 days from the ""Order Date"".

Ticket is valid for 180 days from day of issue.

(... the rest of the T&C are who can buy them, etc ...)

Sounds ok to me if it is direct from MTR and those are the terms.
