October has an average of 0.14 typhoons (i.e about one every 7 years).

The October mean surface sea temperature is 26.5 degrees.

As a matter of local custom, HK people generally don't go to the beach after Mid-Autumn Festival, no matter the weather or water temperature. So don't worry about crowds.

When it starts to get under 20C, my HK family members start to complain about the cold weather.

That would be Oct 4 this year, very late. It is due to the leap month in the Chinese calendar this year.

I remember when I was young the leased beach shelters (泳棚) would close on that day.

Were they just incoming warning or a direct #10 . There has been only twelve #10 's in the last 60 years.

So, are you taking me up on the bet?

Why? Because it's already happened this year? Or just purely from the unconditional probabilities of it happening (which are pretty low, I gather)?
