What is the best way to use the airline credit that doesn’t involve incidentals?
basically is there a way to buy miles, gift certificates or fares? I’m open to different airlines

Look in the American Express forum. There is a thread for each airline. For example,

No gift cards or gift certificates any more. And the methods vary from airline to airline, and the dubious methods may change or even possibly get clawed back at any time.

The only problem with buying miles is making sure it's billed by the airline. Too often buying miles is outsourced by the airline to something like points.com, and doesn't count for that reason.

But as said above, see the Amex threads for individual airlines, and keep following them to see what really works how often and what's changing about what works.
