That is Jorge from the Hilton Los Cabos, affectionately known as “Jorge of the Jungle.” He has a small popsicle cart he wheels around the pool area and is usually followed and/or helped by one or more children. I think his usual popsicle round is at 3:00 PM. As for the arm, not sure what’s up with that.

You are both right, it's a still from a Hilton "The World is Right Here" campaign video. Took these pics tonight in my hotel, sorry couldn't find a link to the video anywhere.
