I was successful in getting the PR13CB code to go through at BKK Conrad, but on the confirmation page it says it is a pre-paid, non-refundable rate, has it always been that way?

Also checked the PR13CB for some dates in 2013 in Europe... still works!
update: in the Tokyo hilton now PR13CB works, but in the conrad i found no code... some still have codes for CONRAD in Tokyo ? |
I found a good rate in Seoul using PGLL01 (PR13CB isn't working there). What "right" do I have to use this rate? What is Little League supposed to mean anyway?
