I know that holiday weekends like last weekend tend to get pretty busy here in DC (I was out of town so I didn't notice if there were any specific major events). At least they acknowledged the lack of upgrade rather than just spouting off the T&Cs about how it's not guaranteed!
To be fair to the Washington Hilton, in the past they have always treated me great before as a diamond. I received nice suite upgrades before suite upgrades were a diamond benefit and they will upgrade diamonds to the presidential suite sometimes.

I go there every MLK weekend and this year and last year there was a conference with a bunch of young computer/tech's types there. Friday morning I did an OLCI and only one room was showing up and it gave me the option to upgrade to a suite for $ (not sure if it was standby or confirmed). I was given a better room location than the OLCI gave me but was told there were no suites or exec level rooms. Seeing I received the breakfast coupons and wasn't going to be in the room much I didn't try doing a dummy booking.

What really ticked me off was the late check out. In the past I have had no issues getting a 4 or even 6 PM checkout. I asked for a 4 pm checkout and was told there would be a 1/2 day charge and the latest they would give me was 2 pm and they acted like they were doing me a huge favor and said they usually only give 1 at the latest.

Hilton Sandton
Johannesburg, Republic of South Africa.
Diamond (not plastic diamond) in a paid suite.
Full buffet breakfast in the hotel mezzanine level restaurant (or a continental in the executive lounge). ^

Hilton Cape Town
Cape Town, Republic of South Africa.
Diamond (not plastic diamond) in a paid suite.
Only a very restricted/poor continental in the gloomy executive lounge, horrible coffee!
Optionally a pricey full buffet breakfast in the lobby restaurant.

Paid stay, room booked for one. I (a Gold) was given one breakfast coupon for the full buffet. My cousin met me for breakfast, and I was given a second breakfast coupon for the full buffet.
Confirmed as of today. Standard buffet with cereals, yogurt, fruit, oatmeal, eggs, sausage, bacon etc.

Hilton London Green Park - I can confirm full breakfast for Gold (buffet style) including chef's cooked to order omelette in the hotel restaurant.
(Full Breakfast included Haggis - not very common in London Hilton properties in my experience)

Australia - DoubleTree by Hilton Melbourne - Flinders St

Full breakfast buffet (I'm a Diamond but pretty sure offering will be the same for Gold). They also offer a la carte breakfast option but that didn't seem to be included, will double-check tomorrow.

Istanbul

New:
Hilton Istanbul Kozyatagi - Intermediate breakfast in lounge, or full breakfast in restaurant, including cook-to-order.

Also :
DoubleTree Old Town, Istanbul: Full breakfast in restaurant (no lounge), to include eggs cooked to order and speciality coffee.

This is still the case. Technically the hotel name is the DoubleTree Istanbul - Old Town.

DoubleTree Istanbul Moda: Full breakfast in restaurant (Diamond/1307)

Again still true. Most surprisingly, they actually had Bacon (the pork kind) available, which is something I haven't seen anywhere else in Istanbul.

Annoyingly, all 3 only start breakfast at 7am, even on weekdays.

So isn't this a violation of the guaranteed/ promised benefits? Did you/ have you complained to Hilton Honors?

The previous line you trimmed implied he was Gold, so there is no guaranteed/promised benefit.

Actually, the Condado stay was booked as a Diamond. We were stuck an additional night in San Juan as a result of snow in NY. A buddy with over 2 million points offered to pick up the room. He is a Diamond, so we in fact received the Diamond benefit. No reason to complain, I wouldn't stay there again and the El San Juan went above and beyond, so in the karma game we came out ahead.

Drake Hotel in Chicago. This month apparently the executive lounge is closed. Received coupons for breakfast in the hotel coffee shop, but not full breakfast in either of the restaurants. Coupon states that "I am invited to redeem voucher for one small juice, one pastry, and bottomless coffee".

As a Diamond, it perturbs me that I would be receiving nothing more, or actually less, than I would get at the Hampton Inn down the street a few blocks. Quite disappointing, in particular because an email to the manager resulted in an offer of a better room, but not full breakfast. Ah, well. So much for Diamond benefits.

If you weren't on the exec floor, chances are you might have not had access anyway. I refuse to stay there because they wouldn't give me lounge access a few years ago (they said the lounge was too small to accommodate anyone not on the exec level yet they said I would have access just to have breakfast there which is most lounges busiest time). Other diamonds have reported similar treatment but I was given a voucher for two full buffets at breakfast each day and appetizer chits after complaining to the diamond desk.
