I don't think it is global, that hotel does not deserve to be a cat3. I believe the hotel can be had for ~$70 per night.

Thanks to your posts, I was sufficiently enlightened to be able to book a 4 night AXON stay for fewer points than VIP. Also thanks to the Hilton people who worked it out for me.

Is there some trick to finding category 1 & 2 hotels? I can't seem to find anything under 25k points per night..

I was considering applying for a HH or 2 CC to get 100k HH .
Searched for the Hilton Istanbul and it showed room for 40,000 per night. Clicked on it, and it went to 240,000 per night.

Grand Wailea - no discount for using points for Gold Elite?

I just tried to book, and it wsa 60K points for 6 nights, no extra discount for Gold. Anyone know why?

As noted above re Waldorf-Astoria Rewards, Grand Wailea is 80K (high season). A VIP reward for 6 nights would be 25% off = 60K.

Premium Room Rewards and Room Upgrade Rewards sections have been updated to reflect revised language on Hilton website. (In sum, these have transitioned from the limited pilot program to widespread availability.)

Can we start a list of properties where AXON (and presumably GLON) will no longer apply, since the rooms are all premium designation with (much) higher point redemption levels?
