Under 23 in the UK - CDPs?
 

I'm trying to rent in the UK with Hertz but unfortunately it seems that according to their Terms and conditions you have to be at least 23 (unless you have a corporate rate which covers you).

Does anybody know such a corporate rate? I tried ABA but was told it also has the 23yr old minimum.

You'd really have to be part of a corporation to use one, and on company business for it to qualify for the protections it provides.

Sure, they may not know, but if the worst case happens and you get into an accident, you may be in a lot of trouble.

Yes Hertz T&C's does state minimum age 23, insurance reasons. If you used one of these CDP's and something were to happen, the company whoose CDP you used would be informed, they would not be too happy that someone is pertaining to be an employee of theirs, also the insurance would then be null & void and no doubt the police would be interested after having been informed by Hertz of a fraudulent renter.
S maybe not worth the risk?
