"select European locations" where do I find these??

I was looking over the benefits of Hertz President's Circle for an upcoming trip to Milan and found this:

Hertz Gold Plus Rewards President's Circle

Where do I find the list of these select European locations? Does this mean only specific cities? Or is it countrywide?

You may want to check with Hertz and the location you are planning to rent from.

Thanks for finding that.

I looked on the Hertz Italy page but couldn't find a similar page, but I'm glad to see the Milan MXP airport listed there.

I think you should be fine if you rent from a Corporate location.
