Reinforces, use CDPs you are eligible for and/or are public. Most corporate CDPs are not public and are intended for employees business and personal use - but usually with varied benefits and sometimes contractors of the companies. So if you see say an IBM CDP, reality is, unless you work for IBM, you probably shouldn't be using it (especially true if there are benefits like included LDW or similar).

Hertz seems to create CDPs pretty easily as I was offered one just for using my small business credit card.

It sounds as though you attempted to use a CDP to which you are not entitled. No idea why this one was voided. Perhaps because the company was misusing it by giving it out?
Bear in mind that this is a really foolish way to save a few bucks. If you falsify the contract information, you will see that any insurance or related products such as LDW are voided and you will also find that other insurance you may have requires a valid rental contract. If you are in even a minor fender bender, that may come out of your pocket, let alone someone getting badly hurt.

For others trying to use CDPs that they are not permitted to use, no reason to change the message
Only those trying to make fraudulent bookings are going to likely see the message ( or someone making a typo )
probably also makes it extremely clear to anyone setting up the rental agreement at the Hertz rental location, that the rental is not to be permitted

Why is it sloppy? those that were authorised to use it, should now know that it has been cancelled and, if not, that message is pretty clear

It may be the way of dealing with existing rentals too to make sure that they are not honoured. With the change in the CDP description, the location will know not to rent the vehicle out
