You remember that Seinfeld bit about Jerry going to the car rental place and they've run out of cars? People who make bookings but then don't show up are what causes this scenario. All car rental companies overbook to compensate for the percentage of people who don't show up. So if not for Hertz, do it for your fellow travelers and cancel any bookings you know you don't need! Thanks!
