Actually, there is a Promotion Code that has to be entered on the reservation,
and you can get it from the Hertz website.
Just click on the link telling about the 20% discount offer.
Unfortunately not good on one-ways.

Actually, most of the major car rental agencies have been running a similar promotion:

I don't remember if National has it or not and their website is acting flaky on me so I can't find out right now ...
Anyway, I usually check all of the companies whenever I'm renting to find the best rate (I have preferred/express/gold memberships in all of them through various free methods).
Budget's discount is nice because it is on any rental and not just certain car classes. I was able to rent a premium car (Mercury Grand Marquis) at BWI for a weekend next month with Budget for $24.00/day, which I thought was a pretty darn good rate.

None of the rental car companies seem to allow the web booking or discount out of country, well except for our friends to the North.
Tried on the NZ rental for next week, no deal. Also found that most of the coupons, offers, clubs, don't work either. The entertainment card no good. Some airline programs and AAA will get you a little, but a straight our rental from Budget was the best price BUT not from Budget, but from a travel agent in NZ! Lots of different rules too
