I'm usually pretty good at finding good deals - but this is my first time in Boston and the Rates are awful. I would have thought Boston in early winter would have been really cheap!

If I don't have military affiliation is there a way to join USAA to be able to use their CDP?

Tough location, price doesn't changed a lot after trying over a dozen CDP's for you. The BEST so far is AAA for NorCal CDP #5,
