Apparently it was installed for the hordes of visitors visiting the lava viewing area at the northern end of Chain of Craters Rd. For those wanting to rent cars on the Big Island, here is some info:

Recently, a number of the rental companies eliminated many cars from their inventory. This means that just showing up on the island and wanting to get a car, could cost you $100 per day!

I send visitors to http://Travel.Yahoo.Com to look for who is generally cheapest, then have them go to the specific websites to get better deals. The matrix on the above site is a good starting point.

As an aside, the area near the cell tower just mentioned above, was today subjected to a 5.0 quake :-)

I went to the website and all the prices were in the $400 range for a week before taxes in Hawaii. The codes I provided gets a rate of about $170. It's great that there are so many people giving options though!

This is great info. I'm headed to the Big Island in late June (as part of a 2 week, 3 Island vacation to burn up some points and miles). I'll be spending 5 nights in Oahu first then flying into KOA mid morning on 6/29. We're planning to drive straight to the Volcano area to stay 2 nights to focus on that area of the Island and then will be staying at the Marriott on the KOA side for the remaining two nights.

I'm still working on getting a rental car for the 4 days and finding B&B (or other) arrangments for the first 2 nights.

The Big Island is a great trip
 
We were on the BI for a week last September and it is a great trip. If you can get a jeep or 4 wheel drive rental that would be a good idea. THe drive from KOA to the Volcanoes is a long drive and I would not recommend doing it on your arrival day. There are two ways of going and it is pretty easy, turn right out of KOA or left, I would advise turning right it is the most scenic drive. Don't forget to try some local Hawaian food, I am aware that you have a 5 year old so stop at the McDonalds you will pass and have the Spam plate for breakfast. You can have real Hawaiian later on the trip but this will get you going, you will not see spam on the McDonalds menu in Boston.
If you plan on going to the green sands beach you will need a jeep, it is too long of a walk with a child or a adult even (been there done that won't do it again, remides me of the Hana Highway).
If you go the other way you will find a great place for Breakfast call Hawaiian style, after eating here you will not need lunch.
The Marriott on the KOA side is a nice property I have stayed there and getting to Hawaiian Style is easy just ask the valets.

Just came back early morning today back to LA. Had a fun trip. Our only complaint is last we did not find many eating place on the belt road. Wife and daughter are vegetarians so it was more restrictive.

I stayed 3 night at Hapuna Beach prince and 3 nights in Halakau on the Honoko coast in a Oceanfront home. This place is highly recommended and its relatively cheap. IM me if you want details.
