I have been to a few on Kauai. In Koloa, the Koloa Fish Market was good. In Kapaa, the Pono Market has the best plate lunch I found on Kauai. In Lihue, I found a place near Wal-Mart, but I don't remember the name, so you might ask the locals.

Fish Express is it! I also enjoyed the food there.

I'd agree with Koloa Fish Market & Fish Express. Also, though not plate lunch, Hamura Saimin in Lihue Town for saimin and excellent manapua (chicken & beef sticks are ono too).
Da Imu Hut in Hanapepe is another local's favorite & Ishihara Market in Waimea town (on the way to Koke'e) makes a variety of dishes that are very good as well. |
