CURRENT POLICIES
  • JULY 8 - Fully vaccinated U.S. travelers flying domestically including island residents returning home will be allowed to bypass Hawaiis quarantine and pre-travel restrictions, as long as they upload their vaccination records to the states Safe Travels website and arrive with a hard copy of their vaccinations records. https://www.flyertalk.com/forum/hawaii/2044877-those-fully-vaccinated-anywhere-us-eligible-bypass-quarantine-july-8th-new-post.html
  • JUNE 15 - Fully vaccinated travelers who received the vaccine in Hawaii are now exempt from Safe Travels
  • JUNE 15 - Regardless of their vaccination status, travelers are allowed to fly between islands without having to take a COVID test or quarantine.
SAFE TRAVELS PROGRAM
  • AFTER JANUARY 3, 2022 The mandatory 5-day quarantine is required for all unvaccinated passengers (visitors and returning residents) arriving into the state of Hawaii.
  • Additionally, operations, including peer-to-peer platforms or sharing services, may not rent vehicles to any person who is subject to a 5-day traveler quarantine order unless an exemption is granted.
  • Travelers flying into Hawaii are required to register personal information into the Safe Travels application; the information will be used to aid officials in contacting travelers via phone, email, and SMS. It does *not* currently enable GPS-tracking of travelers via their mobile devices.
  • Travelers are exempt from the mandatory 5-day quarantine if testing is completed no more than 72 hours before the departure time of the final leg of your flight to Hawaii with proof of a negative result.
    • The state of Hawaii will ONLY accept Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab test results from TRUSTED TESTING AND TRAVEL PARTNERS. A negative COVID-19 test result is required prior to departure to avoid quarantine in Hawaii.
    • If results are not available by time of arrival, quarantine necessary until test results received.
    • All travelers (returning residents and visitors) of all ages subject to pre-test requirement.
    • Individuals are responsible for testing costs.
    • Travelers (returning residents and visitors) are not able to test upon arrival in Hawaii because this is a pre-travel testing program.
    • No commercial COVID-19 NAAT testing will be provided upon arrival at the airport. Travelers without the pre-test will be in quarantine.

Key point:
Pre-travel testing was performed for the individual and a travel companion in preparation for returning to Hawaii.

Both individuals tested positive after returning to Hawaii.

According to the report, neither developed symptoms, and no transmission to close contacts occurred. Baher said none of the individuals with breakthrough COVID infections became severely ill, and none are known to have transmitted COVID to someone else.

The vaccines are preventing serious illness as they are designed to do, he said.

“Breakthrough” and “full-blown covid” imply that they got severely sick, hospitalized or put on ventilators.

"Breakthrough" absolutely doesn't imply they got severely sick. If you read the article in the previous post, the patients mentioned were asymptomatic. And people who have been vaccinated can still get Covid, but generally, their cases should be mild to moderate at worst.

Yes, "full blown" implies a different situation, but I think the reference by a previous poster that there were 3 "full blown" cases was not supported by the later developed facts.

Throwing this out there in hopes of saving someone the 15 minutes of head-pounding on the keyboard that I went through while trying register my kids under "my trips" on the Safetravels website: Enter your kids' info under your profile first before trying to include them on an actual trip. IMO, the site is poorly setup in this manner as it gives you a pulldown to add a traveler under 18 in your trip but isn't really clear that they must first be in your profile. I'm willing to accept the fact that I'm a technological moron and maybe others haven't struggled with this... but just in case, there it is.

break through means that they developed symptoms or tested positive after recovery or vaccination.

full blown means the florid Covid symptom complex.

in my health system, we have seen neither. No repeat customers and no patients post-vaccination. Doesnt mean they wont happen, but clearly rare.

We're headed to Hawaii. We have done all the following:
  1. Registered on https://travel.hawaii.gov/#/welcome
  2. Had our COVID test within 72 hours of departure at a State of Hawaii approved site; had the NAT test
  3. Received negative NAT results
  4. Uploaded to Hawaii.gov site and printed out a hard copy
Now what? I see people talking about a QR code. Will we see something on the Hawaii.gov site? Do we need to keep checking?

Is there preclearance in at the San Diego airport? AS has flies nonstop to several of the Hawaiian islands.

Thanks for your help. It is much appreciated.

When you have completed the health questionnaire, you will get the QR code sent to you by e mail. Print it out. But it won't have additional important text below it, so sign into the Hawaii website, and get a screen capture of the QR code with the 6 or 8 lines of critical text below. That is what hotels, car rentals, golf courses and other want to see.

The QR code? Yes, they will email once your test results have been accepted,( and the questionnaire is filled out) which is typically very quickly after you upload them.

My experience was the Health Questionnaire was available the day before, as opposed to 24 hours prior. I uploaded our test results about T-27, and the questionnaire was there, and accepted when I filled it out. And the QR Code was emailed immediately.

So do you book flight and hotel before you go through questionnaire?

if you test positive or don’t make it past the questionnaire, are out SOL on the flight and hotel bookings?

This is why hotels offered 24 hour cancellation since the October opening. That was needed to encourage booking. It may not be needed for that reason now.

Most hotels, at least on cash bookings, have 24 hour cancellations. Airlines have free cancellations, not sure what the time frame is. So getting your test as early as possible helps with these issues.

For our trip next week, we booked our hotel 8 or 10 months ago, flights 6 or so months ago. Our test is at T-72 hours, with results usually coming within 24 hours.

No real way to know how many have had to cancel last minute due to positive tests.
