Yes. That is sure. It's just strange that one country can do anything at all with another country's credit report. So far I haven't heard DKB requested credit reports from non Germans (living abroad).

Similar question for this one [What are some awesome card programs with zero forex fee? [Non USA]], I just have to ask it in the German specific thread. I understand DKB is the general favorite here (though its program is not so great) but its forex fees render its (anyways inferior) program useless for accumulating points by shopping abroad.

Any German option for acquiring some good points as well while shopping overseas?

DKB co-brand with Hilton and Lufthansa. Those may give you some points, but they are not free.

It's very difficult to calculate 'forex fee' - I did a test with 6 Swedish credit cards - 1 claim to not have any 'fee'. This test was to buy as many B&N groupon as possible using all our credit cards. For a $10 groupon, the difference between all cards are minimal except one from SEB (they are known to rob people) that was a like 20 cents more. You have no clue in what forex fee they charge because even they tell you it's 1% you don't know what figure they use +1%.

I used DKB to draw cash in the US - it's fee free and they refunded my $3 fee which is more than the 'forex' fee they charge.

In Europe you can't expect to get/use CC like in the US. At most they give you first year free and nothing else. If you open a DKB account you can get LH miles.

Does DKB levies any charges if we do online transfer to an overseas account ? Any ways to avoid it ?

If it's SEPA, there will be no fees. If it's to India, based on your location, there will be a fee. No way to avoid. I doubt there are banks anywhere that would provide a transfer to India for free. Even to US costs.

I know one, it's a Swedish bank called Skandiabanken - free transfer to overseas.

In Hong Kong, Citibank doesn't charge incoming remittance.

Maybe there is something like that in Germany/India?

Most Indian banks have accounts in the major western countries where you can SEPA money to in EUR and if the reference texts are correct the money will be deposited into your indian account. For example HDFC Bank has these accounts for that purpose (mainly NRI remittals to India):

Thanks! There seems to be no charges for the transfer but need to see their exchange rates..I also found one more such service provided by ICICI called Money2India Europe where the money is deposited from your local euro account to their Frankfurt branch and then eventually to Indian icici account and they claim to do this within 1 day.

Just a trivial question to you:

If you have the chance of booking the same ticket for EUR or USD, and you have a EUR card with zero forex fee

Ticket is issued in USD originally, XE.com says the price difference is 0.1% (cheaper in USD than EUR), Visa or MasterCard charges theoretically up to 1%for foreign exchange are you better off booking said ticket for EUR or USD currency?

While trying to fill the online form to open the DKB Cash account online, I got stuck on a section with the following message : "Bitte ergänzen Sie eine Voranschrift in den letzten 3 Jahren."

Is it asking my previous address in last 3 years ?
