This means only people can pass the borders to Germany who go back home from travel, or are commuters. All others will be refused to pass the borders. In case of the borders between Kufstein Tyrol Austria and Kiefersfelden Germany hundreds to thousands of people passed every day the borders in both directions to go shopping, to restaurants, go on holidays, visit friends. So I would definetely say CLOSED is the correct term.
Tyrol has been closed today with curfew. Only very important things allow you to leave home. Police is controlling. I work for a system relevant medical device supplier on German side so they will have to allow me to leave home and I will see how easy I get to my company on German side.
