I want to offer an apology to LondonElite for my comments in post #14 . In re-reading, my tone came across much more harshly and aggressively than I intended in the moment and was unnecessary. I'm not going to delete the comment as I think that's a cop out; in frustration I made the comment and I'll own that.
That said, I do stand by the thesis, that too often these days on FT we decide to debate peoples preferences, divert the thread, and try to make others justify their preferences, when simply answering the question directly or ignoring the thread would suffice. However, I could have articulated that concept in a better, more constructive way.

Better read that Paragraph twice and try to understand what the reference to (1) in the second part of the sentence wants to tell you. Sec. 8 para 2 does not define a taxi as a general method of public transport but holds that the Personenbeförderungsgesetz is applicable to s taxi or a limo e.g. substituting a method of public transport defined in sec. 8 para 1

Taxis are only in very limited situations part of local public Transport (ÖPNV). There are excamples when at special times a taxi instead of a bus is used for a regular bus line as there are not enough passengers. In my opinion (not 100% sure) even if you use a taxi with a voucher issued by Deutsche Bahn because your ÖPNV-train falls out is not a case of ÖPNV. It would be a case of ÖPNV if while a route is blocked taxis take passengers frome one station to another.
