How's Frontier going to react to the new DOT rules
 
on refunds for cancelled or significantly delayed flights?

To be honest, I think they're already exceeding that. I've only been affected by two cancelled flights; on one of those, they refunded me and on the other they rebooked me AND sent a $100 voucher. I was on a flight delayed > 3 hours before, and they automatically sent me a $25 voucher (on a $19 flight). I'd suspect they're already complying, though they may balk at providing a refund vs. a voucher.

What kind of voucher is it? One of their practices that deserves bigtime complaints is applying voucher dollars ONLY to the "airfare" component of the fares, which in many cases is at or near zero anyway. They won't apply it to their own invented mandatory junk fees (like the "carrier interface charge") or to "optional" things like bag and seat costs. So the voucher becomes far-diminished in value to the point where I'd even call it a bait-and-switch (i.e. people think they're getting something far more valuable than it really is). Vouchers should count SAME-AS-CASH against another fare with no fine-print exclusions like that allowed.

If you ask for a refund they are pretty good about giving it to you. It's when you accept vouchers or credits that you run into issues.
