Even more interesting leaving the country when duty free passage is closed. Basically you are directed to Oak Barrel Window Lounge, where you take a stark left to “staff only” corridor.

PM Marin (aka Sanna) just announced that all covid restrictions will be lifted in Finland "during February" Keep our fingers crossed.
On topic here - internal EU border controls go away tomorrow (but "3G rules" still in place for entry), external restriction in place until the 14th (I wouldn't bet that they go away even after that)

Starting on Tuesday, regulations at Finland's borders for passengers arriving from Schengen Area countries as well as non-Schengen EU member states will be lifted.
Edit: My bad. I've just read the Finnish version via Google Translator and restrictions indeed remain for the time being.

According to the "Disease act" you still are supposed to show papers or go to take a test on arrival. Will there be any follow up on this irl?

There is a health auntie checkpoint after baggage claim, before customs. They make spot checks. They don’t want to test you at the airport anymore as they don’t have the resources. No one will follow up on the post arrival test if you don’t take it.

This is done by lot of airlines/countries e.g. USA, where they outsourced this to the country of departure, and they only do spot-checks on covid related docs of arriving pax.

Check-in agent at the airport of departure? Finnair can easily require that from ground staff at outstations to verify vaccination/test/etc. When flying back to HEL in Jan, ground staff in BUD wanted to see a Kela card, as a proof that I have my residence in Finland, when I told them that I don't have a test result to show, as I do not need a test to get back to FI.

What is a check-in agent at departure airport supposed to check when there are no intra-Schengen restrictions anymore?
In case you don't have any papers you are still eligible for travel to Finland from EU/Schengen.
When it come to the Disease Act a test on arrival is a valid option.
