Correct (hence the reference to it being more difficult). I think the problem here is actually the fact that the Border Guard is responsible for the passport control and Finavia can't really force them to open premium lanes. And if premium lanes were opened, the Border Guard would have to make sure that there isn't a material difference in the time spent in the queue between premium and non-premium lanes.

They might actually be able to do that if it's a matter of separating between short and long layovers. It's more difficult to do it for premium vs. non-premium customers because it's a public service and equality needs to be considered. The same principle actually applies to security, as the parliamentary ombudsman has confirmed (link, in Finnish).
