No LH Business saver unless exHEL?

No LH Business saver unless exHEL?
Beginning today (with the new ticket types) I am not able to book business saver anymore from sweden or denmark if the trip contains anything else than AY-flights. For example GOT-HKG-xxx with connection on CX is only bookable as either full-flex-Y or full-flex-C.
The same trip ex HEL presents with both business saver and flex.
This goes for any connection that is not codeshared. As soon as a codeshare exists (like AY5841 SYD op by CX) then I am presented with all options, but NO option outside codeshares.
Does others have this trouble too?
Any take on this? System glitch or is there a change in how AY is ticketing CX?

It is due to new fare structure, as far as I can understand.
