FPC upgrades certificate...

I believe T&C mentions FPC upgrade certificates can not be used on travel industry rate. However, rates booked with AmEx FHR or Virtuoso are actually the equivalent of their Daily Rack rate.....

So, my question is .... : Is it possible to use upgrade certificates on stays booked with AmEx FHR or Virtuoso?

Yes, you can use FPC certs on those rates. When the terms say that upgrades can't be used on 'travel industry rates', they don't me rates booked for you by a travel agent; they mean the preferential rates that travel professionals get for their own stays.

There are many discounted rates below the posted BAR on which you can use certs. Just about anything you find on the FPC site or through a TA will work. The notable exception are the monthly 'Great Rates Great Dates' promotions.

"Travel industry rates" include rates travel agents, airline employees and other industry staff get for their own, personal stays. These are excluded from using any certs.

As CanadaDH mentions, FPC is quite generous in that it allows certs to be used with pretty much any rate booked on the Fairmont website or a (real) TA (GRGD promo being the exception).
