Or, do I have to get my bag, exit, transfer to Domestic terminal and check in for new DL flight, go thru TSA etc???

So, basically, can I re-check right there for new DL flight ATL to SAV

Driving from either Dale Maybry or TPA going to I-75 at 5pm on I-4 on the first day of Riverwalk Festival will I get bogged down in traffic?

Enroute to I-75 thought it might be fun to do dinner in Ybor city. Is there parking available?
Have been to Columbia in Sarasota so any other must try places for a quick bite. Casual is fine.
Alternatively another place to grab early dinner off of I-4 before or after getting on I-75 heading to Sarasota.
