One thing I noticed about EVA's call center, is that if you do make it past the "we're busy" brush-off message and into the phone queue, the system asks you 3-4 times if you want a call back or to continue to wait, which is only slightly annoying. The real annoying part is the questions alternate between option 1 and option 2 for staying on the line, so you have to pay attention and not blindly select. But after the 4th ask, it gives up and you get to wait in the queue.

That's the "brush-off" message I mentioned. That happens as soon as you call in after the English/Chinese question. If you don't get the "we're busy" message, and you start getting asked about call-back I've found that once I make it past the "do you want a call back?" prompts, I don't get hung up on. The waits vary, but at that point, I do get someone to pick up eventually.

I've never had a problem getting through to the TPE service number listed on their website. It may take a few calls, but once you get past the "we're busy, buzz off" message and get into the queue, I've never been dropped.
