Taiwan just announced restrictions for all foreign passport holders, with some exception (e.g. Alien Resident Card, diplomat, some kind of letter certifying contractual requirements...).

Anyone who enters, regardless of nationality, has to be quarantined for 14 days.

Details not on the MOFA/CECC websites yet. However, it does not seem transit is affected.

Taipei, March 18 (CNA) Taiwan will bar all foreign nationals from entering Taiwan starting Thursday, with some exceptions, as it intensifies efforts to contain the spread of the novel coronavirus disease COVID-19, the Central Epidemic Command Center (CECC) said Wednesday.Health Minister and CECC head Chen Shih-chung (陳時中), announced the new restrictions at a CECC news conference Wednesday, and said it was necessary after seeing a spike in confirmed cases among Taiwanese who had traveled abroad recently.

They went up by 23 cases today (from 77 to 100). 21 of the 23 had recent travel history. Things are starting to get worrisome...

Just received email from Chicago office and as of 1530 CDT on 18 March transit is NOT affected, the email did state that "everyday the rule is changing so please see the website etc"

How is transit in TPE handled? Do transit passengers pass through the same immigration control area as international arrivals, or is there an entirely separate flow?

Transit passengers are directed separately before the immigration. I have never transited at TPE but likely you only need to clear security to get back to departure level.

How are international flight crews dealing with this? Do they have an exemption? TPE doesn't have a transit hotel. Or is one crew being packed along on the airplane too for the return leg?

Prior to the foreign national ban, I read that flight crews were quarantined but had an exception to leave the country (typically, those under quarantine weren't allowed to leave the country during the quarantine period).

It's going to be like the Terminal. Indonesia won't let them back, Taiwan won't let them in.
