Advice on Traveling to PEK from SFO?

Advice on Traveling to PEK from SFO?

A family member has to travel from SFO to PEK in about a week's time, and does not want to route through ICN. Tokyo connections are bad, as are HKG, Connections through TPE with EVA seems to be one of the better options.

Has anyone flown BR27 or BR17 recently? How's the load factor these days in flying from SFO to TPE? Which one would be emptier these days? BR17, BR27 or both would be equally empty?

Any issues that we should watch for in transiting through TPE from SFO going to PEK? Would appreciate any advice if you have any experience with flying through different segments of this routing in the last few weeks.

Load factor is around 50% or less right now due to CV. BR27 is only slightly less crowded than BR17 in my experience.

I definitely think TPE is safer than other options right now - both from a Covid-19 perspective and a flight reliability perspective.

Does the person have to get back to the US? The risk I see is BR suspending/reducing TPE-PEK if things get worse + quarantine rules in both TW and US.

The urgency of travel is one-way. We don't have an issue with urgency of return at this time, so whatever schedule is fine for now.
