My host from AirBnB at Milano, Lombardio, Italy wants to collect ID as per City regulation?

Most likely. The law only requires that you need to show a photo ID at check-in for registration purposes.

Experience is a year ago.
In our Rome airbnb, we were required to present valid ID upon check in.
"At the time of check in it is expected that all your documents (ID cards or Passports or Driving license) will be shown - even those of those who will not be physically present at check in - so that we can complete your registration at the Rome Police Headquarters as required by national security laws."

But in Milan, we were not asked. Dunno, but the difference is that Milan we rented a room, and Rome it was an entire apartment.
