As this tax applies to all airline tickets and not just Air Canada it's been relocated to the Carbon Conscious Travel forum for further discussion.

I'd be more into this if the other half of the tax revenue was dedicated to environmental benefit programs like carbon offsets and better carbon capture & reduction research. Maybe it's my skeptical American view of Government, since ours screws things like this up so often, but trying to reduce something by pricing it out of the public's hands is a less appealing proposal instead of trying to make it better for everyone including the environment.

The 50% refunded to Swiss citizens is ~$60 per person so they get a free decent dinner out for free a year.. not exactly a huge benefit for the public but a way to buy support or at least silence opposition.
