Travel agents/OTAs get commission only over the base fare, not taxes or yq , that's the reason. Couple of years ago there was a 19GBP base fare on lhr bkk...
Aside: it would appear that on J tickets the YQ component has been reduced. Can’t quite remember the exact numbers, but I did a dummy booking the other day and YQ was about 10% of the total fare. |

When upgrading with miles, they don’t collect any difference in YQ (they do collect the extra APD for flights originating in the UK although that does not affect J to F upgrades as the APD is the same for any cabin higher than Y - to the great annoyance of people travelling in a PE cabin on some airlines).
