Emirates baggage allowance
 
Sister travelled to New Delhi with baggage allowance of 40 Kgs checked in. Has had to arrange an earlier flight back and rebooked on Emirates website and new baggage allowance on e ticket 25kgs. Is this correct?

I suspect that the first ticket might have been bought from a travel agent.

There are many travel.agents offering saver tickets with 40kg allowance to India.

The new ticket seems to be a standard saver ticket with has a 25kg allowance.
