No, but all seats are chargeable upstairs so that will deter many.

Flex fare ticket holders could get free seating downstairs prior to OLCI so many could have gone that route, but yes, free for everyone when OLCI opens.

Its the first time ive flow Emirates, so i couldnt tell you, altough if by new seats you mean these:

The answer is no for both my glasgow leg flights (outbound and inbound), they were old seats.
