Seeing as though the final flight arrives in dubai at 13:05 and the next connection doesn't leave until 8am the following day, can i exit the airport, see the sights, book a hotel and return for my final leg in the morning? I understand technically its not a stopover but with the timings i can make it into one without the extra taxes.

Sure you can. If you're not checking bags, or are checking bags all the way through, then you won't have to pay any extra taxes.

Note: This is if you are eligible for visa-on-arrival; if not, then I am not sure if applying for a visa might make them notice that you're breaking the itinerary and charge you for the stop-over. I doubt it.

I very often exit the airport in this way without paying extra. On an upcoming trip, I even booked chauffer drive at both ends of a nine-hour layover in DXB (I didn't realize that they also offer it during a stop-over ^), but my travel agent said that if I wasn't short-checking luggage to DXB, they wouldn't think of it as a stop-over and charge extra taxes, which would have been around AED 90 in my case.

Yes you can walk out, enjoy the city and come back the next morning for your flight. It won't cost you anything.

This is given you hold passport eligible for visa on arrival. If not you can still do it by applying for a transit visa at the counter on arrival

Call EK and request for STPC, they should cover all hotel and visa expenses during your layover.

The itinerary does not qualify as the OP could have taken EK37, on 8/8/12, rather than EK39 for the final leg.
