Row 21 (on the right-hand side of the aircraft)
I’ve been LY GL/PL for the past 10 years.. For every single flight when I asked Elal to be seated at row 21, on the right-hand side, I’ve been told that it’s blocked for airport use. And that I t opens at check-in time...
Though, sometimes, I do see that some of those seats are taken way before check-in begins.. so, what’s the secret of those who do receive it ahead of check-in time..? (Are they Elal employees?) thx.

Are you referring to the 737 or wide bodies?
In the 737-900 the right side seats are blocked for bassinets. If they are free you can get them at check-in.
With the new rules I think this is only free for PL's and not GL's
