Airport strike on Sunday 17 December

Globes English - Histadrut calls general strike Sunday over Teva cuts

Anyone know what this would mean for incoming flights?

You are likely to be in luck, as the strike is supposed to be only for a few hours in the morning. By the time the BA165 is scheduled to land it should have been over for quite a while, and so your aircraft for BA164 should be there as scheduled.

Would BA165 still depart if the strike is in full swing at that point, on the assumption that the strike would end as planned?

Almost certainly. The strike has strictly defind start and end times: 8:00-12:00.
