Haifa airport expansion

It will supposedly happen in 2020. So not an immediate solution for the TUS problem, but eventually Haifa could return to being a viable airport for international flights.

The Israeli Airports Authority, the Israel Ports Authority and the Haifa Municipality to evacuate the Haifa Air Force base.
