I'm not sure what the reason was for the delay in Beijing but apparently the reason for the diversion was that crew were out of time.
A replacement crew were sent out on a 737 to bring the Dreamliner and passengers back...

What's happening to LY81/82?
LY81 to Bangkok and Phuket (4X-EDA) departed Saturday night (10/30) as scheduled, but was diverted to Phnom Penh, where it sat on the ground for four hours, then went on to Phuket (but skipped BKK). It then left HKT last night to BKK, and departed early this morning back to TLV, but it's now diverted to Goa, and the IAA website lists it as "canceled". Anyone knows what's going on there?

The passengers were taken to hotels after a PCR test as required by India's regulations.
The aircraft is still on the ground in Goa 18 hours after landing.

The civil aviation authority has published its investigation into the incident. While in some aspects the issue is a known fuel leak problem with Boeing 787's (one that Boeing has not yet found the cause of), the report also focused on the troubleshooting methods the pilots used. The report mentions that they partially followed checklists and partially did not, while El Al training emphasizes to always follow checklists. While the report says that most likely any other crew would not have done any better, they want El Al to improve its procedures to more clearly indicate when deviating from checklists is proper.
In this case there was a fuel leak and after analysis and following checklists the pilots shut down the perfectly good engine, while the engine with the leak was left running. The report does not blame the pilots for that or the fact that they deviated from the checklists as the available diagnostics did not show the true cause of the problem. Rather it expects El Al to modify its procedures and training to indicate that there are situations when deviating from checklists may be required.

I didn't even realise that they fly to Phuket. It is a logical seasonal destination. I now see that it started in '21 based on the new destinations thread.

4X-ECB has finally flown back to Tel Aviv but took the long way over the Red Sea and Saudi Airspace for some reason.

I had noticed on my BA flight last month that our landing approach was over the judea+samaria region. Over some arab/palestinian towns with the mosque clearly visible, they were also shining green lasers at us. Apparently this is commonly happening to flights at tlv in an attempt to blind or distract the pilots during critical landing phases.
