Upgrades
 
Does anyone know:
what happens if people who are eligible for upgrades have Y/S/M tickets.
C is full and no one has a full fare ticket.

Will they upgrade somone from C to F so they can upgrade others Y to C?
or will they leave them in Y?

usually - they will not upgrade from C to F if not eligable, just to let someone from Y to C.
maybe if the Y person was TPL ...
