Additionally, it requires airlines to offer disabled passengers any web-only fares that appear on inaccessible websites, either by phone or another accessible reservation method.
Is there some objective way to determine that a website is accessible? What's to stop them from saying, "our website is accessible" even when it isn't accessible to some?

There are several accessibility standards. Which one applies depends on the country in which the organization is based, and whether it is a government or corporate entity.
