Does ACAA Apply to US Carriers to Foreign Destinations?
 
I have read the guides to the ACAA and I understand that they apply to only Domestic U.S. Carriers. My question is: Does it apply to Domestic Carriers travelling to overseas destinations? (i.e. LHR) An example flight would be direct from a U.S. city to LHR.

Am I correct in understanding that Foreign Carriers that travel in the U.S. do not have to comply?

Depends. Some of the provisions will apply no matter where they fly to/from. (foreign/domestic). The ACAA has a line in it, though, that mentions that in the case of lost baggage on an international flight that the Warsaw Convention applies. From 14 CFR Part 382 (the part of the Code of Federal Regulations that actually implements the Air Carrier Access Act):

§ 382.3 Applicability.
(a) Except as provided in this section, this part applies to all air carriers providing air transportation.
(b) Sections 382.21-382.63 do not apply to indirect air carriers.
(c) This part does not apply to foreign air carriers or to airport facilities outside the United States, its territories, possessions, and commonwealths.
(d) Nothing in this part shall authorize or require a carrier to fail to comply with any applicable FAA safety regulation.

Note paragraph (c) This part does not apply to ... airport facilities outside the United States ...
