I don't find it surprising at all. Two partners that have a close relationship may have an electronic means of doing this on a per-customer basis, while two partners with not as close a relationship may rely on infrequently-scheduled "batch" processes, and those may be electronic or they may be snail mail. (If no one transfers from DC NA to Thai for months at a time, for example, it may not be worth it for DC to optimize that transfer process.)

(If no one transfers from DC NA to Thai for months at a time, for example, it may not be worth it for DC to optimize that transfer process.)

That's fine but if "no one transfers from DC NA to Thai for months at a time" then the manual process shouldn't take 4 weeks for that one person. I would expect a company like DC and Thai would have a contact person for these kind of requests and they can email the required info to each other (not snail mail) and it should only take a few short days at max..
These systems were set up many years ago, and the whole point about an infrequent transfer is that there is no incentive to update a system from two decades ago if it would cost more to update it. That's why some of these transfers are still done not only in batches, but physically, even though you might think it today's world it surely has to be electronic.

Requested a transfer to Delta miles on the 24th, arrived on the 27th.
Still waiting on a SPG transfer.
After that, it's probably the end of this card for me. Just got the CSR which has superior lounge access and will product change CSP to Freedom Unlimited, which has a better earn rate for unbonused visa/mc spend, which is what I was using the DC for

Had a horribly slow transfer to AS last month. Initiated on Nov 19, arrived Nov 30 so it took 8 business days not including Thanksgiving.
Not sure what happened, AS transfers have always consistently been 2-3 days before this.

Not that it mattes any more, but for historical purposes and to show just how long a transfer to somewhere can take:
A transfer I did to Marriott on Nov 3 didn't post at Marriott until Nov 30.

Back in 2017, I did several transfers to Choice that were consistently 5-7 business days.
Did a transfer to Choice 2 months ago, points never showed up. Called up Club Rewards to open a ticket about missing points. They said it could take at least 3-4 business days to resolve, but the following day it was resolved and the points were posted.
