Delta reserves tickets (on partner) but doesn't issue them, causing problems
 

After using miles to get a ticket through Delta on Alitalia (they took the miles and the money for taxes) Delta did not give an eticket or issue an actual ticket. When we arrived at the airport, Alitalia said they saw a reservation but that there was no ticket for us (even after Delta took the miles and money).

Has this happened to anyone else before? Over a month of complaining to Delta has returned nothing other than a pittiful "sorry" from them. What do you recommend we do since sending letters and contacting customer service has done nothing.

This was a multi legs flight. JFk TLV FCO TLV JFK
In June We left JFK to TLV. (OK) July we arrive at the TLV airport 3 AM to find out that Delta reserved the space on Alitalia but did not issue a ticket.
We were on the Tele. to NY (no delta rep was arround) and we were not garanteed space on the following day flight. 10 Min befor the flight took off we purchased a new ticket from Alitalia for the TLV-FCO-TLV portion.

What is the best way to deal with Delta ?
