BTW UA does a similar, but actually useful promotion periodically (targeted to elites) and IIRC if your friend flies a full fare domestic or any fare international ticket within the promotion period you each get 5000 - 10000 bonus miles.
Marketing anyone?

Earn 1,000 miles for referring a friend to the SkyMiles program
Hey there,
Just got this email from Delta:
Because you're a valued member of the SkyMiles program, Delta is offering you a unique way to earn miles for yourself and a friend. From June 16 through September 30, 2003, you'll receive 1,000 bonus miles for every friend you refer to SkyMiles who activates their membership with a Delta flight. And, when your friends activate their memberships by flying with Delta, they'll receive 10,000 bonus miles for an Economy Class flight or 25,000 bonus miles for a BusinessElite® ticket—enough for an Intra-European Award Ticket!
Refer your friends today by clicking below and entering their e-mail addresses. Delta will then contact them with complete membership details (all information submitted is private and will be used only for the purpose of contacting potential members). So go ahead—refer a friend, collect your miles and share the benefits of being a SkyMiles member

Too funny!
I guess this promotion is great for (very small values) of the variable friend.

More answers might follow from more specificity.
I do not completely understand "referral". Are you asking if one of us can earn miles by recommending you to Delta? Or if your Delta status lets you refer others to Delta? Or if other airlines honor Delta status? Or cash in SkyMiles? Or match Delta status at the same or a lower level?

This is really unusual...someone wants to refer a "friend" to Delta. Like the saying goes keep your friends close and your enemies closer....
