Baggage allowance question
 

A relative is flying domestic DL, connecting to an international flight on VS. It's a VS ticket, Y on the domestic portion and C on the international. She has two checked bags, is a silver on VS.

On arrival (tiny airport, not DL staff) she's been charged 100 for the second bag. They claim because the first flight is domestic Y, only one checked bag allowed.

I believe that is incorrect, due to the segment in C and her being a STE.

Have the check in staff got it wrong?

Since travel originated in the U.S., her e-ticket should show her checked-baggage allowance. What does it say?

Flying Club Gold and Silver Card Holders, SkyTeam Elite+ or Elite members may take 1 additional hold baggage having a max. weight of 23kg free of charge. The maximum size of hold baggage is 90x75x43(cm).

Despite that, the checkin agent refused to budge.

Since normal baggage allowance for coach class is zero, +1 would be first bag free only. DL baggage policy doesn't really address situation where you are in coach and connecting to a business class flight. If VS flight involved some sort of post-purchase upgrade, system would still see the underlying fare as a coach fare, not business.
