Flying LATAM
 
I can buy a main cabin MIA-UIO RT on LATAM for about $400, or the same LATAM ticket from Delta for $585. But I note that if I add a piece of luggage to the LATAM ticket, it prices at $585. So I guess the Delta price reflects a LATAM ticket with one bag?
As for upgrades (I am Plat), LATAM has economy and "premium economy" but no C+. Would i be eligible for an upgrade?

There is no upgrades on LATAM.

You're looking at a Basic Economy type fare for $400. Most airlines don't sell these for codeshare flights, thus DL only offers the $585 fare.

DL does not have it's own fares on route and just sells LA fares. It looks like you are comparing Light Economy fares with Economy fares. Did you set your search on delta.com to only look for Main cabin and higher? There are no reciprocal upgrade benefits and LA Light Economy fares do not permit advance seat selection.
